When my phone didn’t activate, i checked my ipad and discovered that it had been activated instead. Submitted a ticket but I have no phone until this is resolved.

No. But I was using the Public app with both my phone and iPad, which may have confused them.

Your account is tied to a SIM card. Did you put a Public SIM in your iPad, either physical or eSIM?

I am pretty confident you can't activate an iPad here as they don't offer it. If you've already submitted a ticket, just wait for them to reach out to you. Check here often.
