My credit card is going to expire but cannot change to new date or remove the card. When I cancel Autopay sign out then sign in again it just puts the old credit card back in.

Cancelling autopay will not remove your card info it just cancels autopay from engaging upon renewal. You must choose "replace this card" (preferred) or "remove this card" to update your card info.

You should be able to manage your card:
Sometimes using different browser (Chrome, Edge) and plain or in incognito mode helps out.
Let us know where are you stuck or what message you get when you try to remove/replace your card.

Log in to your account / Payment/ then scroll down to Manage my Card / Replace card.

That's weird.
Are you going to the bottom, left of this area in your Self Serve account?
Try calling 611 to cancel Autopay, then log into your Self Serve, see what shows up...is the card removed?
