Not really, you can't cash out if you don't use it but yeah, you can keep add-on until used up.

They are a one time purchase without expiry and roll over until you use up all the features of your add-ons. Except for the US roaming add-ons which are time limited to 10 days.

@RobertxCost for each add on are per individual add on. Not monthly.

Data also rolls over until you've used them up.

No but you can buy Talk or Data Add-ons to prevent loss of service.
These Add-ons will not expire and stay on your account until the minutes or data are fully consumed.

No sorry you have to purchase add-on manually
You can do it before you run out, the unused protion would roll into the next cycle, it will not be used until all the minutes of the cycle are consumed. So if you are finding yourself little bit short every month, they could take you long way.
If you are running out in the middle of the cycle by accident or temporary change of habits you can ask moderators to review you early.
If you are finding yourself short more than a week most of the time you should consider upgrading
