APN issue is a device problem. What phone do you have?
try Reset all networks or Reset network settings on your phone
if you have an iPhone, make sure iOS and Carrier Profiles are both updated
for Android, manually update the APN:

Since Public mobile is prepaid, generally, there are no refunds.
However, the community members (customers like yourself) on this forum can help and troubleshoot. More details would be helpful. New customer? What model phone? Does text and talk work? More details the better.
