Hi,
I bought a sim and a plan. It then said to download the app to finish activation. When I tried to download the app, it said the app is not available on my device.
How do I activate without the app?

I changed my Google Playstore's location to Canada. That allowed me to download the app and finish activation.

yes, that is the reason. the app has to be download and installed from Google store with account registered to Canada
But you can sideload the app via APK. Search Public Mobile APK on Google. Download from of the reliable source and sideload it that way
Once installed, I suggest you to start the whole activation process with the app, less chance of error that way

I have a Samsung A12. My Google Play store was set up in Australia - could that be an issue?
Is it possible to activate my account by putting my sim in another phone, activating it on the app, then putting the sim back into my phone?

You have to use the app to complete the activation

You can start using the web and finsih the last part on app, or you can activate using the app all along. It is advised to use the app to activate from the beginning
what kind of phone do you have? brand and model? Is your App store account tied to Canada?

@Tony87 Activation requires the app now . So best to just start with using the app to get started then you can delete it and manage your account on the website as usual

what kinda phone you using ?
You can activate a new account using a laptop as well.
edit...I've been under impression one could start activation process using laptop. Seems my info is incorrect.
