Every time I turn on my phone the following pops up: "Registering the device with the network". After a minute or so I get "Activation incomplete. Internal error (407)." The phone works fine around Toronto, but I have been out of town and it doesn't work. How can I fix this "activation" problem? Thanks!

Go to 'Settings' > 'Software update' and hit 'UICC Unlock'
It loads for a moment, then says SIM Restricted... Hit 'OK'
It takes you back to the 'Settings' > 'Software update screen'. Hit 'Download and install'
It loads for a moment, then says Your software is up to date...
Then open that notification saying the profile didn't update.
It loads for a minute, then says Profile updated... Hit 'OK'
It loads again for another minute and says something similarly. Hit 'OK'

@Rusty3 do you have a Samsung phone? Did you get this phone from US?
I saw people with this issue for phone that they got from Sprint. Some people have to Factory reset the phone to fix it
I don't want you to reset the phone yet. Try to first reseat the sim card, power off phone, take sim card out for a minute before putting it back and power up
Next to try , try to put another active sim card from any provider into this phone and see if it works
