Try to setup another PM account with a different email
and please use PM app to start activation. Even you start using a browser, you still need the PM app to complete the activation after the payment step, so it is better to just use the PM app

I tried on the web browser and the app. the promo for the plan I want ends tomorrow lol. ive tried with my Mastercard and visa.. quite frustrating

were you using Public Mobile app? If not, try it
if you have tried with the PM app and failed 2+ time with a particular card, you need to hold and try again after a 24 hours wait
And remember, the card you try must be a card issued by Canadian financial institution and have a Canadian address linked to it.
If you have to wait 24 hours and try again, maybe use another email address to setup another PM account as well
