Activate with paid voucher instead of credit card

I have pre paid voucher and no credit card how might I activate my new sim

If you don't have.a credit card to activate, get a prepaid credit card from store using cash. You can then use it to activate.  For the PM vocuher you have, you can add it to your account for renewal payment once you have setup an account here
