I am in BC and my phone worked normally for the last few years. Problems started a week ago.

The Samsung S20 won't work with the Public Mobile network. You will need a different phone.

hi @Marty441 are you in Manitoba?
this phone does not have VoLTE support with PM and would have trouble for calls if you are in Manitoba
even if you are not in Manitoba you might still have problem using this call if the area lacks 3G

I am connected to PM network, and did reboot first.

Intermittent connection while dialing out from home on Public Mobile is often caused by a poor handoff between the LTE (data) and 3G (voice) networks, or physical interference within your house.
Briefly turning Airplane Mode on for 30 seconds and then off. It forces your device to scan for the strongest nearby tower.

try Reboot phone and click Reset Network Settings and make calls again
