I lost my former debit card and got a new one. Now the new card cannot be used to make a payment and sign up for autopay. It said that the transaction was denied by the card issuer, but the card issuer said that there is no problem with my debit card.

Try using a different browser and incognito mode. Also try clearing your cache and cookies then reboot.

@Moon2 : Just for clarity...this is Visa Debit or Mastercard Debit right? Not just a plain old debit card.
Make sure the address matches the billing address. No space in the postal code. Some even match case of everything.
