I'm not sure how. For a seller to have this for sale, they've likely sourced these sim cards at some discount. However, we I wouldn't consider this to be an authorized seller of Public Mobole unless the seller and Public have a contractual agreement with each other.
Also, the Walmart wireless department is run by separate company. We do no know for certain how much Public Mobile charges vendors for sim cards, but the past has shown that some retailers concern themselves much more with activations than collecting $10 for a sim card.
