What the catch? Are they really selling a 90 days 50 gig bucket of data for effectively 13$ a month?

Thats a Quebec specific plan. They have stronger rules regarding pricing for that province. Aswell PM saves money if you pay your bill in fewer transactions, credit card companies charge an average of 2.25% + $0.25 in fees per transaction.
