@TMS great question. I think largely it's a component of Telus' overall reponse to the CRTC calling on the carriers to provide "low cost" data options.
As @NDesai pointed out--and this is not limited just to data--PM plans for a single service (talk only OR text only OR data only) are extremely poor. As you add addition services, there is a "pick 2" discount that gets added so that the combined cost of any 2 services is less than the sum of the individual services, and then an even bigger discount is applied if you add the 3rd service in the form of a "pick 3" discount). These discounts used to be visible in the plan builder page but PM removed them a few months back in an effort to make that page more understandable. Regardless--the point is that PM's plan value strengh lies in choosing some form of each of the 3 services, and even more so if you can find a pre-configured promotional plan that provides all 3.
If you're looking for [pick your single service of choice]-only type plans, you will be better served elsewhere.
