It's possible that you've already used up the 10GB of data during this billing cycle, since that allowance is calculated separately—once it's used up, it disappears, and the next allowance will appear at the start of the next billing cycle.
I'm not sure if TCL is on the PM's whitelist, and even checking the IMEI isn't always completely accurate. If you're looking for advice, I'd say just get an iPhone instead.
