You might want to send a private message to CS_Agent and then customer service agent would be able to resolve your issue.

The new offer is for new customers only, again sometimes if you have been with Public Mobile for a while you might get an option for 4GB 25$ plan but again you might have to wait until it is available which might take sometime.
