I just checked as requested and my payment is up to date,next payment due on August 25 th,so why no service ?????

Once a day I try to send a text,but it tells me ,Text can't be sent until service becomes available.Why is this 

When I try to send a text,it won't allow me to.It say it will be sent when services is available.???? What in earth is this,my bill paid,I don't have proxy numbers set can you help please
