That's just a public mobile website issue. I've experienced it as well. Sometimes it can be really laggy and glitchy and just wont let you log in. But you just have to wait and try again at a different time/day.
Seems like the rep didn’t know what to do or was confused. walmart can definitely port and set up for you but you can also do it yourself at home by just purchasing the SIM card from the store.
