Did Public change the throttle bandwidth ?

I'm on a road trip and wanted to do a speedtest on LTE for fun.   I get 23Mbps ! As you can see on the top right corner I'm using LTE. How is this possible ?  Can someone else do a sepedtest and tell me what you get !

Has PM fixed the Apt # issue ? I hear that people leave the field blank and instead include it in the street adress. Im just wondering because I'm setting a SIM up for a friend that lives in an apartment.
