I have noticed, on my last 3 cell phones. Two of which were Moto's and the current one is a Samsung. All three phones have been using the same sim card.
When I go to some Malls and try to connect to their public wifi I get an error message that says my carrier has blocked this network but it gives me the option to connect as is. This connects fine until the next time I want to connect to that network. In that case I need to Forget the saved network and go through the can and error message acceptance again.
Is this a problem with my sim card? If not how do I fix this?

Wifi does not use your sim card. You can connect to wifi with a sim removed.
Your issue is most likely a wifi login issue.
If you have someone with you, can they get their phone to connect?

I agree that there are good VPN and bad VPN. The free VPN are normally just the basic bare bones.
I never had issues with the VPN on my phone other than it takes about 5-10 seconds for it to run through the VPN process.
My Asus router comes with OpenVPN when I am at home so no issues when I am at home.

For the sake of the OP and others - I'm going to point out that if you use a VPN app, everything you do is passing through it when the VPN is connected. Some VPNs are good, and some not trustworthy. I'd suggest that anyone considering a VPN from someone other than their employer do their homework. I'm not suggesting that BKNS27 hasn't done so - just want to make it clear that turning on a VPN is a choice that I think needs to be done carefully.

It is your phone indicating it is not a secure WiFi. Some unsecure WiFi need you to click on accepting all agreements and conditions while on their website.
Also once you are connected, check if the WiFi is on auto connect for future connection but it doesn’t always auto connect and must agree to click agreement/conditions.

Your phone might be warning you about insecure wifi networks. Keep in mind that most public networks where you don't have to enter a password to join are also not encrypted and so pose a security risk. Yes, most sites will use HTTPS encryption anyway, but the risk is still higher with those public networks. Personally, unless you don't have sufficient data, I'd suggest sticking with the cellular data rather than using those networks.
That warning wouldn't be coming from Public Mobile though - it'd be from your phone's operating system.

Is this a somewhat older phone? It may not have all the security updates. This really has nothing to do with Public though. I'm surprised at their terminology of mentioning the carrier. The carrier wouldn't know about wifi networks. Can you give us the exact wording of the message? Is this an iphone?

@bman2000 honest, carrier network does not block the Wifi. I don't think it is a sim card issue.
what you can do next is try to disable the mobile data network and try connect to the Wifi and see
and, take a screenshot of the error next time. Would like to see the exact error message so we can further investigate
