It says you can't transfer my phone number. I need to transfer it to a diff provider. Can you please help

Both accounts have to be active.
You initiate porting at other provider.
Keep PM's SIM in your phone and respond Yes within 90 minutes when you receive SMS.
Who or where it says number cannot be transferred?
