While international roaming is not being offered as Public Mobile is a pre-paid service, how realistic is it to set up an app that will allow us to use call and/or sms features over wifi?

It may be simpler to set up compared to negotiating agreements with foreign carriers.  This could also meet some of the basic phone needs of PM customers while travelling abroad.  Those with a dual-sim handset can keep their PM number active while using data from a local sim in the second slot.

Screenshot_2015-09-19-17-54-07.png^I don't use Viber but Hangouts you can certainly receive incoming calls.I have three US hangouts/Google voice accounts they all can receive incoming calls using Data or WiFi. Take a look at my Screen Shot of the Hangouts settings, there is box where you can put a check mark to receive incoming calls. I am near the US border so for my Amercian buy n selling deals I use Google hangouts to receive or make calls to US buyers or sellers.

@chukdefatey, Google Voice is not available to Canadians and there are no Canadian numbers. If you travel to the States often, then yes, it's a good alternative. However, not everyone travels to the States or you want your family to call you and don't want to ding them with long distance charges, Canadian alternatives like Fongo are the way to go.

Yes,  wifi calling should be standard for all carriers by now.  Fongo and others do the job but it would be ideal to streamline this from the carrier side.
