I often see questions to the effect "Will my phone work on PM?". The answers are helpful for people comfortable looking at specs but less so for many I think.
It may already be true, but if PM SIM cards would connect to the network but provide no service until activated potential customers could simply put it in their phone to check. Since SIMs are free to the customer, the only loss is to PM for SIMs that are never activated.
This is the case with a UK company giffgaff.
