What I mean is say you use public mobile website on data. Normally this usage could count towards your data limit, but instead of that have it not count. They've tried that before however people were able to abuse that into 0 rating data for other stuff like streaming I read. So I was wondering if they could solve that issue by making a public mobile app and zero rating the data on that so that people can use public mobile community/account even if they hit their data limit.
