Tried to port a 647 number into the account, but it keeps saying we are experiencing difficulties in processing this request. please contact public mobile for additional assitance.

Another user had a similar post recently. The best solution is to contatact a moderator via private message and they will get back to you.
Make sure you include in the PM:
Public mobile account email address
Public mobile SIM card number
