You can keep it on at all times.

Make sure you have the most up to date iOS software on your iPhone 8 as well, but yes you're good to go with that phone.

It doesn't really matter. Public Mobile will not charge extra for anything.

roaming is already on.  should it be on only when i leave canada?

Just keep roaming on. Connect manually to AT&T or T-Mobile or  Verizon which shows up. It will ask you purchase a roaming plan once you enter but you can ignore it.

Yes, it will. However, being able to make calls depend on the type of phone you have.  You must have a VoLTE  capable phone that's on Public Mobile's whitelist in order to make calls due to the shutdown of the 3g service in the US.
