I paid my outstanding balance three days ago and still cannot make calls on my phone or access the web? Kindly rectify.

Voicemail, Call Display, Call Waiting, Call Forwarding and Conference Calling (3 way calling) are included in all Unlimited Talk plans.
Call forwarding has to be activated on your device and you need an active talk plan for it.
Also keep in mind that the number you are forwarding to needs to be covered by your talk plan. So if you are on a province wide calling plan the number you are forwarding to needs to be from your home province. I also believe that you cannot forward to a number outside Canada even if you happen to have a Canada and US calling plan.

@sanamfrancis sorry to hear about your trouble.
Have you tried:
- turning off the phone.
- remove sim card
- reinsert sim card
- power back up
