receive moved phone number from bell ... can receive and send phone calls ... tried to reset ... apn setting look the same ... removed and replaced sim card ... phone is samsung j3

@Lieux since @dennyk856 can neither send nor receive, I'm going to say the porting is not the issue. Porting only affects the ability to receive texts, not send. Also, sincee denny can receive calls, this further suggests that the porting worked fine.

@dennyk856 Another thing to try is to ”force" a change of your SMS settings may solve the issue.
•Go to Settings
•Then go to Mobile networks and select a network other than Public Mobile, Telus, or Koodo
•When you exit the menu the phone should lose the network.
•Repeat the process and select Public Mobile as your mobile network.
This procedure will force the update of the message centre number. You can verify it in your message settings.

Interesting. Usually the problem is no incoming calls. You might need to check the SMSC number. Or...
Try the lost/stolen feature.
Log in to self-serve. Plan & Add-Ons from top menu. Lost/Stolen Phone from next menu. Suspend Service button. Log out. Wait a few minutes. Log back in and back to Lost/Stolen Phone and Resume Service this time. Log out. Restart phone.
See what happens.
