@KimS57 It means your card hasn't been activated or your account is suspended.
@KimS57It could also mean that your phone isn't compatible, that there is a temporary network problem, that there is no Public Mobile signal in that location, or that the phone is connected to a different company's network. The only thing that message really means for sure is that you can only make calls to a select few phone numbers, the main one being 9-11.

A SIM on its own is meaningless until it is activated with an account. The mere act of purchasing a SIM does not activate it. Did you go through the activation process?

Ordered the Public Mobile sim card online and my daughter changed it on my phone. This was last night. It is telling me Emergency calls only.

Hello!
It might mean that you do not have service to enable any functions with the exception of dialing 911. Emergency calls only appears when you are not experiencing proper signal.

it means you can only call 911
- try logging into your account and see the account status
- if active then a sim or phone issue,
- if inactive possible payment failure.
- if can;t login or email not recognised then there are account issues
- try doing a manual network search
- try sim in another phone
