i just activated my phone and they didn't put in my friends referral number can I still get it.

I've read that, too. It's often repeated.
But I've also read posts where customers asked this same question and the PM Mods responded helpfully. Along with posts where customers claim referrals have been applied (by the PM Mods) after activation. And I have personal experience with the PM Mods adjusting referral rewards on an account retroactively (although I admit that account had ongoing problems related to referral rewards, something didn't quite work right).
