You may need to clear your cookies and cache from your internet browser (e.g., Firefox), then the Public Mobile activation page will hopefully load properly.
If it still doesn't work in the original internet browser, then try using a different browser (e.g., Chrome), OR try accessing the Public Mobile activation page using an Incognito or Private Window.
You do not need to port from Chatr immediately when you are activating your Public Mobile sim card. You can do it after you have successfully activated the Public Mobile sim card with a new temporary number.
Whichever method you choose to port from Chatr (during OR after activation), please remember to call Chatr BEFOREHAND to get your Chatr account number, otherwise your phone number will not be ported to Public Mobile successfully. Your Chatr account also needs to be ACTIVE for the number to be ported.

@WelcomeTfk - make sure your chatr account is active in order to port over to public mobile. Do not cancel your chatr account, as the porting process when completed successfully will take care of closing it.

Buy a new PM sim card from Telus/Koodo store
Then, Just activate from PM site: https://activate.publicmobile.ca/
One of the steps would be asking if you are bring in your phone number. Choose that option, then pick Chatr from the list of the provider. Use the account number instead of IMEI for porting information
