Why can't I apply a voucher after phone been down for 3 months?

You may have to reactivate your plan I believe it is 3 months and you need to get new number and everything

call 1-855-4PUBLIC and enter your phone number
If it cannot locate your number, then your account was closed. Sorry

Yes I have tried to call a number. But keep's going to emergency calls only.

@Sammy_Janet account suspended over 90 days will be permanently closed and the phone number will be back to the provider who owned that originally
So, if your account was suspended for over 3 months, you will need to buy a new sim card and activate a new account with a new number

Because @Sammy_Janet , after 90 days, the account and Sim card become permanently deactivate it.

If you have been in nonpay/suspended status for over 90 days, or ported your Public Mobile number to another provider, then you lost your Public Mobile account, phone number, and access to My Account.
Have you called your number to see if it has been assigned?
Call # 1-855-478-2542 or # 1-855-4PUBLIC to see if the number can be found with Public.
