is canadian address essential to activate sim?

I want to send sim card and voucher to my friend in foreign country.

He want to visit canada and activate sim by himself before coming canada.

Is it possible to activate a sim outside canada? if so, is canadian home address is essential?

but you can use friend address in Canada.

I don't think that it is essential.  Public Mobile does not confirm or check.  But, just in case, he could put your address down as his Canadian address or any other friend or family member.
