Had to switch from my broken iphone 7+ to my new Iphone XR which is supposed to be unlocked (bought fully unlocked on amazon). Just inserted my sim card in my new Iphone XR and receive the message that sim card is not compatible with the activation server. Insert a sim card compatible or ask operator to unlock the iphone. Do not understand what it means exactly? Thank you for your help.

@dummytoto - just to confirm it is not for sure locked...
To check if your iPhone is locked, open Settings and tap General -> About -> Carrier Lock.
If it is locked contact the seller to have it unlocked for you, or return it.
If it is not locked, try one or more of the below:
*turn off your phone, leave off for a few minutes, then reboot
*removing your SIM, then reinserting it
*go into airplane mode, then going back to regular mode
*reset network settings on your device
*try someone else's working SIM card into the xr phone to see if it works; Public Mobile or otherwise.

Recently we saw another case of blacklisted device sold over Amazon. So scammers are getting smart nowadays. Return it if possible and try to get one from Public Mobile site. You might find a good deal here too.

What was the exact message?
your phone could be carrier locked. Since you got it from Amazon, you cannot tell which carrier this phone came from, and you likely cannot get the unlock code for free
I suggest you to make a ticket with Amazon and return it for a full refund before it is too late
Your other route is to pay around $20 US for an unlock code.
