Your iPhone 7 is too old with the 3G shutdown. You need VoLTE to make and receive calls. You need iPhone 8 or newer.

if iPhone 7, it could be because of VoLTE

If you have an iPhone 7, your phone is not on PM's VoLTE whitelist (you might have a 4G or 5G plan, but this is about device). Use the IMEI checker and you will see it shows No VoLTE support with PM

did you just join PM or has been with PM for sometime? Are you in Manitoba? and What phone do you have?

make sure your account is active, login My Account and check.
try Reboot phone and Reset network settings
