if you are sure you tried everything, then it could be a problem with sim provisioning. Support can reprovision and fix the problem.

I have tried everything you mentioned but no success yet, my phone is not black listed, thanks

@Doc1 - Try resetting your network settings in Settings > General > Reset. You Will lose all saved Wi-Fi passwords & BlueTooth connections.
Also try rebooting your phone or try removing / re-inserting your SIM card.
It also may need provisioned so try putting the SIM card in a random phone.

physical or esim?
Reboot the phone first, click Reset all networks
if still error and if you are using physical sim, try it on another phone
