APN settings are not saved on the SIM card. They are either saved on the device or need to be entered manually. A good starting point it to compared your settings to the ones here: https://www.publicmobile.ca/en/qc/get-help/articles/set-up-data-on-an-android-phone
In addition to the settings on the pages in the above link, an APN type of default,mms usually neeeds to be set.
