I just set up my Public Mobile account. I purchased the $25 plan, so I do have some data; however, I want to set it up such that any iMessages sent/received while in wifi DO NOT use data. I'm assuming that is doable, without having to turn of cellular data.

@tasha_pm @gblackma If Wi-Fi is unavailable, iMessages will be sent over cellular data. This cannot be changed unless you turn iMessages or cellular data OFF.
As noted, be sure WiFi assist is OFF. Otherwise, your iPhone will use cellular data for all internet services when your wifi signal is weak.
Set up for messages: Settings >> Messages >> iMessages ON, Send as SMS ON, MMS ON >> Send & Receieve: should show your phone number and Apple ID email.

absolutely there are ways to use iMessage without having to use your data. check out above links. hope this helps.

Yes, it is possible to limit use of mobile data on iMessage while at home with wifi. My spouse uses less than 250MB data most of the 30 days cycles. It works well on the $15 plan with the free bonus 2x1GB add-ons from PM.
Configure your iPhone as suggested by @gblackma.

@tasha_pm set it to work only on when on wifi. Also enable sms and mms to send and receive from Android phones. And turn off wifi assist, set all of your apps to download only on wifi. Welcome to PM.Stay safe.
