Log into your self serve account
Click "Plans and Add-ons"
Click "Change SIM Card"
Enter your new SIM card number, it should start with 891
Submit, service should now be on the new SIM, be sure to do a power cycle on the device you are attempting to use.

Log into publicmobile.ca self serve then swap to the new Sim card, it's very simple try it.
