if have only Asian version of Oppo A7, the V1 or V2, then it is not a phone designed for North America and you won't be able to use it on PM network
you might be able to use it only on 3G, try changing your network mode to 3G and test

what phone do you have? esim or physical sim
Please first Reboot the phone and Reset Network settings?

Did you remove your Rogers SIM from your phone?

this is not related with porting but a problem with the setup
try Reboot the phone first and test making calls
