What do people do when they want a very, very, very basic local-only plan with no data, simply for an alarm system communicator (maybe a few calls PER YEAR)?

nope...each account is separate and you need a new sim (or esim) for each. You must use a different email address for each.

Sorry, but there are no family plans. Each SIM card must have its own separate plan.
