Did you use the PM app to activate ? If you did z you dont need the QR code, the app will install the esim for you
Check sim manager on your phone or check Settings, Cellular screen, there should be a Public Mobile esim there. Make sure it is enabled or enabled with Turn on this line option. Then click Reset Network Settings

Did you activate with the PM app? If use the website first, did you switch over to the app to finish activation? Were you charged?
