Hello-My mother(on public mobile as well as me) cannot log into her account.The email that she used is a Shaw email.
She is no longer a shaw customer so she needs to change the login email.I can provide all her required info.

You don’t need to be a Shaw customer to be on @shaw.ca. She can still access her Shaw webmail account.
She can send the 2FA code by text or Shaw webmail.
If she still insist to change her email address, she needs to contact a CS_Agent change it in her account.
Remember to clear cache, cookies and go incognito before login.

While the instructions provided by softech can be used to change the Pubilc Mobile account e-mail address, those steps aren't necessary to access the Self Serve account. The accounts can be logged into without ahving have access to those e-mail inboxes as long as the teh text messaging services for those phone numbers are working (if 2FA authentication is enabled).
