When I first signed up with one of the big 3 years ago, i was surprised to see that I get billed Long Distance if someone calls me long distance. Does the same thing happen with Public Mobile? Does it matter if I am out of my home area (say up north) at the time the call comes in?

Someone is misleading some subscribers here.
If you are on a province wide calling plan, you will be charged long distance to receive a call while in another province, if you have LD minutes available on your plan.
if you have a CANADA wide calling plan, there will be no additional cost.
The province wide plan specifically says outgoing calls in any province, and no incoming calls.

All carriers count that as long ditsance. Just for clarification, you were not getting charged for the fact that the other person is calling you from long distance. You were getting charged for receiving call outside your local area. For all carriers, the only thing that matters is where you receive the call. For receiving incoming calls, receiving one outside your local area is, by definition, long distance. Some plans just happen to include that long distance for no extra charge.
Hontestly, it doesn't really make a difference to the carrier where you answer the call (as long as you are connected to the carrier's network). For the most part, it's just something they charge for to make more $.

Actually I believe I was always outside of my local calling area when receiving those LD calls and getting billed for it. I dont understand why that would make a difference to the carrier hence getting billed for it.

As long as you are in canada, you can receive everycall and it wont count as long distance.
Unless they fix the little ''glitch'' outside your home province

Where someone calls from makes no difference to you when you answer a call. Big 3 most definitely doesn't bill you if someone is calling you from a a place that is long distance for them. No carrier charges the receiving end for that, period.
If you were charged, it was a billing mistake, or the carrier was recording you answering the call outside of your local calling area. Long story short, answering inside your local calling area is not even long distance, no matter where in the world someone calls from.

Based on my recent experience, all incoming calls are free as long as you are connected to the Public Mobile network anywyere in Canada. I have the province wide calling plan and I was receiving calls outside of the "home" province. Apparently, the fine print says otherwise, so error in our favor at the moment.

All in coming call are free, no matter which part of provinces or world, you must be in home zone to received it

@Skidood, I have heard it is supposed to but from reading what others have experienced is that it hasn't been going against their long distance. Unfortunatey I haven't been away latey to try this out to verify with first hand knowledge. There are some threads out there with this topic and statemnts that we are benefiting from this system glitch ut no fst hand experience as I awlays made the call when I was away and used my minutes.
