If data was previously working but not working anymore, it's most definitely an APN setting problem. Follow the information on this link, make sure wireless data is enabled, data should be flowing again.

Go to https://selfserve.publicmbile.ca and log in with your username and password. Do you see your data bucket listed under My Data & Add-ons? If not, then you've exhausted the data in your base plan and that would explain why data services are not working.
If you do see an active data plan there then double check your APN settings. Most devices will have an option under Mobile Network settings to reset your APN settings back to the defaults that are programmed into your SIM card. I would recommend resetting your APN to the default settings first, and if that doesn't work then reconfigure thembased on the following settings:
