Community is opened for everyone. Potential customers can create account and read posts, ask questions before signing up.
I would not like my Community account to be the same as actual PM account.

OP, if you are able to login to this community you can create a ticket for your situation. They ask for your community username and password. If you scroll up this page on your web browser, hit the "get help" icon. Provide your phone number on the ticket

The username and password for community participation isnt the same as the account profile. The nonsensical thing that PM does is ask for the community username and password instead of the actual email and password directly link to your phone billing account which would make more recollective sense. MOST people who use PM service don't even use the community. Im only on here tonight because I too like OP had to create a ticket for a billing issue lol.
So here is the joke. OP should be able to create the ticket because he/she is participating in the community.

How did you activate your SIM?
Login to your account with your email address and click on Forgot Password and answer your security question/security PIN then Change SIM.
How would social media help for losing your phone?

I have the following issues:
lost my phone
No access to account
doesn’t know my account number
can’t issue an ticket for help
if it doesn’t resolve then I’ll have to turn to social media.

You can speak to a live CSA it just has to be through the avenues available and phone is not one of them unfortunately

There is no phone number for customer service and that's the whole model behind Public Mobile. Did you have questions that maybe other customers could try to answer for you? Unforutnately, Public Mobile is unlikely to respond to your message posted here and you're only communicating with other customers at this point.
