I recently upgraded my subscription but I now want to downgrade it again since I no longer need as much data, but the system does not offer me all of the options now and I cannot downgrade my plan to what it was before.

cheaper plan are only available to new accounts. You could consider porting your number to Numberbarn, then your Public Mobile account can be deactivated.
Download the app to your cell, buy a new sim and create a new account. That way you'll have access to the cheapest plans again.

sorry, you can only choose plan available on your Change Subscription page on My Account. Check that and choose the one you need

you can only change to plan available on your My Account-> Chane Subscription page. If you don't see the plan you want, sorry, you cannot change to that. Just change to one that suits your need more
