The e-mail address for the Community does not need match to self serve e-mail addresss to open a ticket. There's no link between the two, other than for rewards.

They don't HAVE TO match if you don't care whether Community rewards you may earn get applied to a specific/associated account.
If you have more than one Public Mobile account, you can associate whichever Community account you want to the respective service account you prefer.
In order to create a service ticket to the Moderators for support, you need a Community account with a matching e-mail address to the username (e-mail address) of the self-serve account. (EDIT: thank you, @computergeek541 )

@Bear2 : Because it's the link between systems. They're entirely different systems. You also need to match case.

Why is it emails have to match? Can they not see an account number? I just always see make sure they match or you won't receive community rewards

To change your community email click on the avatar on the top left hand corner then on my settings.
To change your self account email requires moderator assistance.
