My plan has expired and I want to change plan.The payment was made to cover the amount but it still wouldn't change,then another payment was made by mistake.

When an account is in suspension status for not yet paying for the plan, the only option available to self-serve is to continue start a brand new billing cycle after payment on the currently activated plan. Only the moderators can make a change such as you are asking for.

@chris777, Once a plan has expired, you might need help from one of the moderators to get it changed. They should also be able to help out regarding the payment. You will need to send them a private message, indicating your account number & PIN, as well as a description of your situation. They are probably wrapping up for the day now, but will be back at 9AM tomorrow (EST).
