cant send text to certain numbers

there are certain contacts that i cant text or call

You may be texting by iMessage that only other iPhone users can receive. To text android users make sure you in your phone’s settings you have SMS turned on.

issue like this is usually a problem on the other end and not yours

did you try to ask those contacts if they blocked you by mistake

Can you not call anyone? Does your phone number show up on caller ID? If you have a physical SIM maybe try it in another phone to test what could be the issue.

You could also go through your phone settings and Reset Networks. 

As long as you can text ot call some people in general  there is no reason why you are not able to text certain people. 

If you try these and it's still not working maybe you could create a ticket for PM to troubleshoot.
