you have a plan but wanna deactivate it ? Log in to your account and disable Subscribed (Autopay). When renewal fails due to non pay, your account is suspended for 90 days then is deactivated.
If you plan to port your number to new network...once you port away successfully, the Public Mobile account is deactivated automatically.
